In a medium saucepan, combine ketchup, vinegar, brown sugar, steak sauce, molasses, mustard, water, Worcestershire sauce, garlic powder, onion powder, and pepper, stirring to blend. Cook over medium-high heat until mixture comes to a boil. Reduce heat to a simmer, and cook for 15 to 20 minutes to allow flavors to meld.
